The Twelve Steps

In ‘The Transition Handbook’ Rob Hopkins sets out a suggested list of twelve steps that a group can take towards the ultimate objective of developing an energy descent action plan. The twelve steps are not mandatory; a number of transition groups have not followed them, or not in that order, and may not intend to.

1. Set up a steering group
2. Raise awareness
3. Lay the foundations, ie talk to other environmental groups
4. Organise a great unleashing, a big public event with people from local government, neighbouring parishes, other transition towns, etc
5. Form groups to focus on specific aspects of the energy descent process, invite experts on food, transport, education and so on.
6. Use open space; this means getting lots of people together in a free-floating discussion to throw ideas about.
7. Develop visible and practical manifestations of the project
8. Reskilling; find out who has the skills we shall need and learn from them. This is part of the process of developing an energy descent action plan
9. Build a bridge to local government -- we have that already
10. Honour the elders.
